William Walker’s Experience
Leveraging knowledge of Terminations Contracting from the Federal Government’s and the Department of Defense (DoD)’s perspective, including the FARS and DFARS regulations, and applying business development research skills to identify and qualify actionable termination settlement opportunities.
Government Contracting Experience:
U.S. Army Contracting Command, Fort Belvoir, VA, Aberdeen Proving Ground, MD, July 2022 to July 2024, Contract Specialist, Secret Clearance, Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification, Level 1.
- Administered policy and procedures based on the U.S. Department of Defense Federal Acquisition Regulations (DFAR) and federal Acquisition Regulations (FAR) during the contracting stages of pre-solicitation, validation, evaluation, award, and post-award stages.
- Coordinated with mission partners and developed acquisition requirements and strategy, market research, cost estimates, & documents, such as Request for Information (RFI), Statement of Work (SOW), Request for Quotation (RFQ), Request for Proposal (RFP).
- Performed document verification, contract modifications, and collaborating closely with teammates and mission partners to meet milestone deadlines and delivery schedules.
Examples of contracts for acquisition analysis work:
- Small Business Innovation Research Grants (SBIR), Firm Fixed Price Contract, Phase I and Phase II for IT prototype research.
- Computer Hardware, Enterprise Software and Solutions(CHESS) Indefinite Delivery Indefinite Quantity (IDIQ) contract for large and small contractors, ITES-SW-2, for cybersecurity software, Lowest Price Technically Acceptable requirement. Prepared RFI, Edited Market Research Report; Wrote the RFQ; Evaluated responses.
- Responsive Strategic Sourcing for Services (RS3), a billion-dollar IDIQ Contract for a mission partner’s IT infrastructure of sensor laboratories. Performed Cost Plus Fixed Fee (CPFF) Cost Realism Analysis of prime and subcontractor responses to our RFP.
- Other Transaction Agreement (OTA) with The Sensors, Communications, and Electronics Consortium (SCA) for the joint development of prototypes working with industry.

Recent Terminations Business Development Research
- Completed a task order according to the criteria for actionable termination opportunities specified by a public sector client.
- Identified and qualified a range of actionable termination opportunities, three of which exceeded $1 billion in total contract value, and three other opportunities between $300 million and $1 billion in contract value, and others in $30 million value.
- These opportunities included both Active terminations and pending terminations initiated under the Department of Government Efficiency (DOGE) authorities, all emerging within a critical 30–60-day window spanning April through May 2025.
- Agencies included the U.S. Centers for Medicare & Medicaid Services, the Department of Energy, the Securities and Exchange Commission, the Department of Homeland Security, the Department of Defense, and the General Services Administration.
